4.1 Human Resource Management

4.1.1 Principles and Practices

4.1.1.1  Local Government recognises it must engage in contemporary human resource management practices in order to increase Council effectiveness and the efficiency and productivity of Council workforces.

4.1.1.2  Local Government recognises that a contemporary human resource management system is built on sound policies, carefully designed and professionally implemented across the organisation.

4.1.1.3  Local Government supports recruitment, selection and promotion based on the merit principle.

4.1.1.4  Local Government recognises that women and other significant demographic groups are under represented as elected members, managers and in non-traditional areas. In response Local Government will review policies and practices to ensure all groups within the population are encouraged and are able to access positions within Local Government. Strategies include the removal of barriers and cultures that discourage or disadvantage the full participation of all of the community into Local Government.

4.1.1.5  Local Government is committed to creating and supporting an environment in Local Government which is harassment-free for all employees and will encourage the contributions and expressions of a wide range of views, to promote equity and fairness.

4.1.2 Training and Development

4.1.2.1  Local Government supports accredited and non-accredited training and skill development that builds capacity in elected members.

4.1.2.2  Local Government recognises that an investment in training and development is an investment in people and the future success of Queensland Local Government.

4.1.2.3  Local Government supports the National Local Government Training Standards that offer pathways to qualifications that are essential to the Local Government workforce.

4.1.3 Employment

4.1.3.1  Local Government recognises that a pool of skilled and qualified workers is essential in meeting skill gaps across occupations.

4.1.3.2  Local Government recognises that entry-level employment coupled with accredited training provides opportunities to increase the skill capacity within Council
