The Local Government Social Capital Action Research Project (LGSCARP) was a pilot project involving many groups and individuals from its commencement in early 2003 through to its completion in December 2003.  

The LGSCARP was developed as a partnership between the LGAQ and the “Boilerhouse” Community Service & Research Centre (CSRC), The University of Queensland, in conjunction with five participating local governments: Waggamba Shire Council, Maroochy Shire Council, Broadsound Shire Council, Thuringowa City Council and Mt. Isa City Council. 

The project aimed to identify and document the role, and potential role, of Queensland local governments in building communities and building social capital and to provide direction on taking this role to the next level.
